Franz (later Francis) Lieber was a German-born political philosopher, who eventually emigrated to the United States and became an American citizen. Originally ardently patriotic, he enlisted tin the Prussian army and was wounded at Waterloo. He was later persecuted by the Prussian government, however, due to his liberal political beliefs. He was banned from attending a Prussian university and imprisoned twice. He obtained a degree from Jena and in 1826 fled to England; from there he went to America, where he established himself as a professor of history and political economy, first in the University of South Carolina and later at Columbia University. He is the editor of the first edition of the Encyclopaedia Americana (1829-1833) and numerous other works. He is also famous for drafting the “Lieber Code”, the basis for the international law of war.

In January 1822, together with 33 other philhellenes, Lieber sailed from Marseilles with the intention of supporting the Greek War of Independence. They reached Navarino towards the end of the month and then travelled to Tripolis via Kalamata, later going to Argos. In February they reached Corinth, where Lieber became acquainted with Ioannis Kolettis, who was not entirely helpful to the group of philhellenes fighting for the Greek cause. Lieber later travelled to Messolonghi, where he tried unsuccessfully to meet with the son of Theodoros Kolokotronis, and towards the end of March he left Greece sailing to Ancona. Although he came to the country to fight on the Greek side, he did not see any action at all. He became deeply disillusioned by the state of things as he saw them, and wanted to publish his book as a warning for all other Germans who wanted to help Greece in the War of Independence.
